Horgan and Green Party leader Andrew Weaver have accused Clark and the Liberals of trying to cling to power by delaying recalling the legislature and introducing last-minute legislation this week that they say is a ploy to hold up a no-confidence vote.

BC Liberal house leader Mike de Jong said Monday he expects to lose the vote on last week's throne speech, which contained sweeping new promises taken from opposition election platforms.

Finance Minister Mike de Jong had said earlier that his bill on political finance reform came after a May 9 election in which the Liberals heard dissatisfaction from the public on the party's position against such reforms.

He says the motion will ask for an immediate vote in the legislature on the speech, but that's not expected to happen because it requires the unanimous consent of the members of the legislature, including the Liberals.

In a YouTube video posted Thursday, Redies conceded that election results - which left the BC Liberals with a minority government and sparked a co-operation agreement between the BC NDP and the BC Green Party - sent her party a message.

"In my view, it's not appropriate for us to be debating government business until such time as the confidence has been tested", he said.

"I'm hoping insofar as Mr. Weaver and his colleagues have said they want to conduct themselves in a principled way, and armed with the knowledge that the confidence vote will take place on schedule, that they would at least see the merit in having the bill tabled and having a chance to review it in detail and provide commentary", said de Jong.

Last week's throne speech promised measures that would restrict donations to individuals only, and others that mainly affect only the NDP, such as banning transfer of funds from a federal to a provincial party and "in kind" donations such as the transfer of union staff to work on political campaigns.

On his way into the House, Green Leader Andrew Weaver explained why his party would vote the bills down, sight unseen.

Under procedural rules, the throne speech must have debate first.

But Premier Christy Clark refused to help accelerate her ultimate demise.

Horgan challenged Clark in the legislature Monday to immediately call a confidence vote, noting that it has been seven weeks since the election. "I think we should follow those rules".

Clark said her government made every effort with its changes from the throne speech last February to ensure that all members of the house could support the speech.

Christy Clark has set the bar high in promising less partisan, more collaborative, more compassionate government.

Redies said that regardless of who is in power, "we all have to look at these (throne speech) issues".
