Trump signed a waiver on Thursday morning that will keep the U.S. embassy in Israel's second-largest city for at least the next six months.

Mr Zomlot said: "We are ready to start the consultation process with the USA administration".

While there have been divisions among Trump's aides on the issue, the view that appears to have prevailed is that the United States should keep the embassy in Tel Aviv for now to avoid angering the Palestinians, Arab governments and Western allies while the president seeks to nurture peace efforts.

It insisted that the decision should not be seen as Trump reneging on his campaign pledge to relocate the embassy, saying "the question is not if that move happens, but only when".

The waiver has been signed by every US president since 1995, and it is valid for six months at a time.

Israeli Prime Minister Benjamin Netanyahu's office said in a statement that Israel was "disappointed" by Trump's decision, arguing that the presence of embassies outside the city "drives peace further away by helping keep alive the Palestinian fantasy that the Jewish people and the Jewish state have no connection to Jerusalem".

It says that despite the disappointment, Israel appreciates Trump's friendship and his commitment to moving the embassy to Jerusalem in the future.

A senior Israeli official is expressing disappointment over Trump's decision against relocating the embassy to Jerusalem and is accusing the USA of caving in to Arab pressure. "The president is still committed to moving the embassy", one U.S. official said.

When Israel was established a year later, the US and other countries based their embassies in the Tel Aviv area instead of Jerusalem, out of respect for the United Nations plan. The announcement postpones the president's campaign promise to move diplomatic operations to Jerusalem.

Trump had been up against a Thursday deadline to either certify the USA had opened an embassy in Jerusalem or see the State Department lose half its funding for overseas facilities. He was in the process of negotiating peace with the Palestinians, who also had political claims to Jerusalem. Last December, when Trump appointed him as ambassador, he said he would work to strengthen ties between America and Israel, "and look forward to doing this from the USA embassy in Israel's eternal capital, Jerusalem".

Signing the waiver this week forestalls any move for another six months.
